Population Services International started operations in Papua New Guinea in April 2007 and currently focuses on malaria prevention and treatment, sexual and reproductive health, HIV prevention and child survival. 
We are looking for a FINANCE MANAGER to help us achieve our goals and strategy but also with day-to-day accounting and operational activities. The Finance Manager is primarily responsible for oversight and management of all financial matters including contracts and budget management of the portfolio of PSI/PNG.  Working closely with the DAF, the Finance Manager will monitor all aspects of our accounting systems and will ensure adequate implementation of PSI’s internal finance protocols and procedures. The position will engage in annual reviews of all program budgets, preparation of donors reports, tracking of expenditures, continual analysis of cash flow and strong focus on capacity building of local employees.

Your contribution

Operating of Accounting System
1.       Review all vouchers (payment, receipt and journal) for vendor payments, sales receipts, internal travel advance requests, international travel reconciliations and any other adjustments.
2.      Overseeing petty cash management to ensure adequate controls are in place.
3.       Overseeing accounting system to ensure in compliance with PSI Global policy as well as PSI/PNG guidelines.
4.      Perform common direct cost analysis and update cost ratios on timely basis to ensure each donor bears the correct proportion of common costs.
5.      To improve payment processing flow and services level standard.
6.      Analyse monthly balance sheet, income statement and reconciliations to establish accuracy of posted transactions.
7.       Create, implement and monitor action plans to correct audit findings and recommendations.
Sub Recipient Management
1.       Coordinate with program team to review sub recipient regular reports.
2.      Provide training and assistance to sub recipient for accounting system as needed.
3.      Coordinate with DAF and program team for site visit of sub recipient as needed.
C.     Financial Reporting
1.       Prepare monthly financial reports and ensure timely submission of monthly financial reports to DAF.
2.      Monitor donor reporting time line, prepare donor reports and coordination with PSI/W for donor reporting.
3.       Prepare monthly submission of tax return (GST) and other statutory reports.
D.    Budgeting
1.       Assist DAF and Country Representative (CR) with preparation annual and donor budgets for new business initiatives.
2.      Assist DAF and CR for monthly review of project burn rate, annual budget vs actual spending.

E.     Supervisory Role:
1.       Manage capacity building, training and professional growth of finance staff.
2.      Overseeing procurement and IT departments and processes as per funder guidelines, PSI/PNG and PSI/W Procurement Manual and Guidelines.

What are we looking for?
The basics
  • Bachelor’s degree in accounting or finance required
  • Minimum of 7 years of experience, including 3 years of supervisory experience
  • Knowledge of Global Fund rules and regulations
  • Knowledge of sales and inventory accounting
  • Experience transacting in QuickBooks or other similar accounting software
  • Understanding of the synergy between the programmatic, operational, and financial components of public health initiatives.
  • Ability to perform duties that require a close attention to detail.
  • Ability to communicate effectively across cultures including: asking for information in a way that is very clear and specific; conducting trainings for field office staff and in-country partners that will be well received; interacting with internal and external colleagues
  • Ability to prioritize workload, assume responsibility for work, and follow through to completion.
  • Ability and willingness to work under pressure as a part of a global team.
  • Highly computer literate including knowledge of Microsoft software products, and strong Excel skills.
  • Integrity, flexibility and adaptability.
